Anna Massoglia is a research analyst with Bloomberg Tax, where she writes and edits the International Payroll Decision Support Network’s news and analysis covering payroll compliance issues in more than 90 countries and regions. She holds a J.D. degree from the University of the District of Columbia School of Law and graduated magna cum laude from North Carolina State University, where she earned a B.A. degree through the Psychology honors program and a second B.A. degree in Political Science with a concentration in American politics.

Howard Perlman

Howard Perlman is a Certified Payroll Professional who has been working with Bloomberg Tax’s payroll news and analysis unit since 2010. He is the senior research analyst of the payroll news and analysis unit’s international payroll group. Howard also is the government liaison officer of the Washington Metropolitan Area Chapter (WMAC) and the Charles Town West Virginia (CTWV) Chapter of the American Payroll Association. He graduated summa cum laude from American University in Washington, D.C., earning a B.A. degree in Journalism and an additional B.A. degree in Political Science.
