Update on Tax Code Overhaul for Payroll

The new tax law brought many changes for payroll professionals in 2018. However, as the year-long time period the Treasury Department was given to implement its provisions comes to an end, much of the work on the payroll aspects of the reform is still to come. The law changed some benefits that involve payroll almost immediately and states with income taxes have been scrambling to come up with plans to either follow federal methods and requirements or institute laws separating their tax calculations from federal tax calculations. Expected major adjustments to federal income tax brackets and Form W-4 withholding rules have been delayed and are to be announced during 2019, with them being effective in 2020.

Michael Baer, the managing editor of Bloomberg Tax's Payroll publications, has been with Bloomberg BNA since 1990 and has spent his entire time there covering payroll and HR issues. In 1998, he received recognition as a Special Friend to the payroll community from the American Payroll Association. Prior to joining Bloomberg BNA, Mr. Baer gained experience in payroll and human resources with Marriott, and later was the personnel manager for the Shanghai Hilton.Mr.Baer became a Certified Payroll Professional in 1991. He earned his M.A. in International Affairs from the American University s School of International Service and his B.A. in Government and Politics from the University of Maryland.
